As the 100 overwhelmingly white male members of the U.S. Senate prepare today to try President Clinton on charges of perjury and obstruction of justice, the District of Columbia’s two “Shadow” Senators will be standing in the sidelines. With no voting rights, no offices in Congress, not even seats on the Senate floor, Washington’s Senate representatives have been left out of the impeachment process.
